David Messer is a part of the City of Guelph’s Smart Cities Office where he manages COIL (Circular Opportunity Innovation Launchpad), a circular economy business accelerator. David also leads all Data and Technology initiatives as part of Guelph and Wellington County’s Our Food Future initiative. Prior to joining the City of Guelph in 2020, David was Vice President with Edelman where we supported and advised premier global technology firms on public sector business and government relations across Canada. David was also Vice President Policy with the Information Technology Association of Canada, Canada’s largest technology industry association. David has also worked within provincial governments of Ontario and Alberta supporting regulatory modernization, digital government and international relations.
